MECQ FLEX GUIDELINES – Here are some of the important guidelines of MECQ flex, a new classification, you probably don’t know yet.

The MECQ flex is a shorter term for the Manila mayors’ recommended “flexible modified enhanced community quarantine”. This approach aims to allow more businesses to open, shorter curfew, and among others but comes limitations such as only one person is allowed to come out in a single household. The Philippines has already recorded over a million total cases and every day, the number goes up. Health Secretary Francisco Duque fears that there’s a possibility for the country to suffer massive COVID-19 surges like what is happening now in India.

This being said and introduced, a lot of people online expressed their confusion about MECQ flex. The coined term is fresh and new and what’s confusing the people is how it is different from others. This approach is recommended by the Manila mayors in order to balance public health and safety and the survival of the economy.

Check out below:

  • Shorter curfew time in Metro Manila starting 10 p.m. to 4 a.m.
  • Residents must stay at home and one person, age 21 to 60, is only allowed to go out in one household.
  • Establishments at full capacity are:
    • hospitals, medical manufacturing, agro-forestry and delivery, and courier services, media, BPO, e-commerce, postal and courier services, real estate, rental and leasing of vehicles and equipment, housing services, and employment activities.
  • Establishments at half capacity are:
    • manufacturing, administrative support, financial services including money exchange, legal, advertising and market research, publishing, photography, fashion design, graphic and interior design, wholesale and trade of vehicle parts, vehicle repairs, malls (subject to DTI rules), restaurant takeout and delivery.
  • People below 18 and above 65 are require to stay at home.
  • Gatherings:
    • Non-religious gatherings outside the house are not allowed.
    • Religious gatherings are allowed at 10% capacity of the venue up to 30 percent.
    • Wakes and funeral will be allowed but only limited to immediate family members.
  • Individual outdoor exercises are allowed such as jogging, running, and biking as long as curfew is being followed.
  • Alfresco dining and take-out and deliveries are allowed. Not allowed is indoor dine-in.
  • Business establishments but on “skeleton or reduced workforce” are:
    • Dental, optometry, rehabilitation, and other medical clinics
    • Veterinary clinics
    • Banks and money transfer services
    • Capital markets
    • Water supply and janitorial or sanitation services
    • Energy sector
    • Telecommunication companies
    • Airline and aircraft maintenance, Shipyard operations
    • Funeral and embalming services
    • Security personnel
    • Printing establishmnets
    • Repair and maintenance of machinery and equipment
    • Leasing of real and personal properties
    • Recruitment and employment activities
    • Lawyers
  • The following are not allowed to operate:
    • Indoor dine-in services
    • Personal care services such as barbershops and salons
    • Venues for meetings, incentives, conferences, and exhibition
    • Cinemas, theaters, karaoke bars and other entertainment venues with live performers
    • Internet cafes and other recreational venues
    • Kids’ amusement and playrooms
    • Outdoor sports courts or venues for contact sports
    • Gyms, fitness studios, and sports facilities
    • Casinos, cockpits, betting shops
    • Tourist attractions
