Martial Law is Necessary To Effectively Enforce ECQ, Says Cagayan Governor
GOVERNOR – Cagayan governor Manuel Mamba said martial law is necessary to effectively enforce the ‘enhanced community quarantine’ (ECQ) amid coronavirus pandemic.
The Philippines is among the hardest hit by 2019 novel coronavirus in Southeast Asia. The government has taken strict measures to halt the spread of the deadly virus.
The government has released billions to address the needs of the poor families and budget for the frontliners. Sadly, the number of COVID-19 cases continues to rise.
A quarantine violator will face charges and arrest. But there are still lots of people who are disobeying the government’s stay-at-home orders.
Recently, a governor said he is in favor of putting Luzon under martial law amid the coronavirus pandemic. He said that is the only way the government can enforce the ECQ effectively.
Based on a report from GMA News, Cagayan Governor Manuel Mamba revealed that there are mayors in his province that are violating the quarantine rules. The mayors allegedly allowed illegal logging and cockfighting during the quarantine period.
“Napakaimportante po ng enforcement. Hindi po puwede 50%, 80% enforcement. Dapat 100%. Mag mayors po, hindi nga sumusunod eh, magpapatupada (cockfighting) pa. Iba talaga pag martial law kasi ang militar, wala namang police power…”
“Military po dapat ang mag-enforce, kasi hindi po naniniwala ang mga tao sa mga pulitiko. Ang military po, credible po sila sa mga tao, malinis ang tingin sa kanila, kasi ibinibigay nila ang kanilang buhay sa bayan,” he added.
According to the report, Gov. Manuel Mamba said they have no coronavirus cases in their province anymore. Still, he wanted martial law to be implemented.
“We do not see the light at the end of the tunnel yet. We are not yet flattening the curve, that is why we need credible people to enforce it,” said Mamba.
