Sen. Ping Lacson Speaks on Offer of Business Giant Ramon Ang to Help Address Metro Manila Flooding Problems
PING LACSON – The Senator announced that he will move for the Department of Public Works and Highways (DPWH) and Metro Manila Development Authority (MMDA) budget to be reduced if business giant Ramon Ang’s offer is pushed through.
The Philippines is one of the countries that is usually hit by tropical storms. Every year, there are usually at least 7-8 storms that struck the country and some of them leave many areas flooded. Metro Manila is undeniably prone to flood. Recently, business giant Ramon Ang pledged to help address the flood problems in Metro Manila.

The offer of Mr. Ramon Ang to help address the problem of flooding in Metro Manila came after President Bongbong Marcos expressed his frustration during his 4th State of the Nation Address (SONA) about failed flood control projects in the Philippines.
According to the President, he personally went to see some of the projects intended for the management of flood during heavy rains and tropical storms in the country and many of them allegedly failed which resulted to flooding.

In his offer to help Metro Manila address the flooding problems, Mr. Ramon Ang who is the chief-executive-office (CEO) and president of the San Miguel Corporation had a conference with Manila Mayor Isko Moreno, Las Piñas Mayor Imelda Aguilar, Valenzuela Mayor Wes Gatchalian, Muntinlupa Mayor Ruffy Biazon, and Las Piñas Rep. Mark Santos.

According to Ang, his offer to help address the flooding problems in the Philippines is free — “no cost to the people and no cost to the government”. However, the business giant also clarified that they cannot start without the permit from the government.
Ang proposed that the waterways and structures that clog wastes including the houses built along the rivers will be removed. He stressed that they block the water flow toward the creeks and drains.
“Let’s provide them with housing so they won’t feel they are being evicted without due consideration,” he assured.
Recently, Sen. Ping Lacson reacted to the offer of San Miguel Corp. CEO Ramon Ang to help address the flooding problems in Metro Manila. Based on a post on Inquirer, if it is pushed through, he wants reductions from the budget appropriations for two (2) government agencies in 2026.

Based on the post, Sen. Ping Lacson confirmed that he will move for the budget appropriations for the DPWH and the MMDA to be reduced in case the government accepts the offer of Mr. Ramon Ang and the work is actually done.
“Assuming RSA [Ramon See Ang] is given the authority and actually performs what he offered to do before our plenary debates on the 2026 budget bill, I will move to reduce the DPWH and MMDA appropriations for the flood management program in the NCR during the period of individual amendments,” Lacson said based on the post.
Recently, Pres. Bongbong Marcos unveiled the total amount spent by the country for the flood control projects from July 2022 to May 2025.
