Senate President Francis Escudero has a Special Order for the Senate offices regarding the impeachment of Sara Duterte.
SARA DUTERTE IMPEACHMENT – Senate President Francis Escudero releases Special Order 2025-015 for the Senate offices.
Vice President Sara Duterte is the first vice president of the Philippines to be impeached supported by most lawmakers. 215 of 306 House members signed and supported the impeachment complaint against the vice president and topping the list of signatories is the presidential son and Ilocos Norte Rep. Sandro Marcos.

The six major allegations regarding the complaint are misusing public funds while being the vice president and education department head; unexplained wealth; death threats to the president; bribery and corruption; involvement in extrajudicial killings; and destabilization, insurrection, and public disorder.
It was recently stressed to her family that she was impeached by the House of Representatives because of her refusal to address the allegations regarding the confidential funds of her offices and others.
Senate President Francis Escudero also confirmed that he has released Special Order 2025-015 to the offices of the Senate to prepare for the trial. In the order, his duties and responsibilities as the Clerk of Court were spelled out.
These responsibilities included non-judicial functions of the impeachment court. Among these are documentation and records, preparing and serving notices and summons, preparing the court calendar and business of the trial, administering the oaths and ensuring proper reception, filing, distribution and processing of all pleadings and submissions, and supervising necessary security and safety measures.

The same order was given to the Office of the Senate Legal Counsel and Deputy Secretary for Legislation as Deputy Clerks. The Sergeant At Arms will be responsible for service of summons, subpoenas and other legal processes, implementing and maintaining security arrangements, and others.
The Senate Secretary is the one to issue administrative orders, directives, and guidelines.
