CHED – The distribution of the Tertiary Education Subsidies (TES) by the Commission on Higher Education was affected by the COVID-19 pandemic.

The COVID-19 pandemic in the Philippines brought a lot of changes. Nowadays, people are wearing face masks and face shields when going outdoors. It is already a protocol to wear a face mask in going out.

Also, the practice of social distancing is observed. The Department of Health (DOH) has recorded over 200,000 cases of coronavirus in the country now.

The classes in elementary and secondary schools have yet to open. Usually, the school year starts in June but due to the pandemic, the Department of Education (DepEd) initially moved it to August before it was decided to be shifted again to October.

With regards to the classes in tertiary education, the Commission on Higher Education said that it depends on the preparedness of the colleges and universities. There are those that have already started their school year.

However, according to CHED, the COVID-19 pandemic has really affected the distribution of the Tertiary Education Subsidies (TES) and as well as the reimbursements for the tuition and miscellaneous fees.

Based on a report on ABS-CBN News, Higher Education Chief Prospero De Vera made the admission during the hearing of the House Committee on Higher and Technical Education.

Meanwhile, despite the delay, CHED assured that the beneficiaries’ education are still covered. According to the report, the submission of the documents and the requirements from the beneficiaries was also hampered by the pandemic.

“There was no courier service that can be used to send them from all over the country to the UniFAST office. So, a lot of that really slowed down things early this year,” De Vera said.

Also, the Higher Education Chief expressed that the pandemic has also affected the releasing of the funds for the Department. He apologized over the delays on the reimbursement for students in universities and colleges.
