Parañaque Congressman Eric Olivarez Clarifies Issue About Proposed House Bill 5136 Aiming to Impose Helmet Registration

Parañaque Congressman Eric Olivarez has clarified the issue about his proposed helmet registration bill to prevent riding-in-tandem modus.

Over the past few days, a lot of netizens have been criticizing the House Bill 5136 filed by Paranaque Rep. Eric Olivarez, which will require the motorcycle riders to register their helmets before they could acquire a driver’s license.

The motorcycle riders and group of motorists lambasted the bill, which will contribute to the burden of the Filipino people who were struggling with numerous fees they have to pay just to be street legal.

Recently, Eric Olivarez made a clarification about the issue on his Facebook account. Olivarez explained that he made the bill with the aim to prevent the riding-in-tandem modus operandi in the country.

The Paranaque Representative explained that he filed the bill last September 2019 but it was just recently discussed in the senate. He also clarified that the bill has been deferred after talking to the Committee Secretary.

“ISA PONG PAUNAWA: Nais ko po sanang ipaalam sa lahat na ang aking ipinasa noong panukalang HB 5136 na naglayong mapigil ang mga riding-in-tandem modus operandi sa pamamagitan ng pagrehistro ng motorcycle helmet ay HINDI ko po isusulong sa Kongreso. Ang HB 5136 ay NA-FILE NOON PANG SETYEMBRE 2019 NGUNIT NGAYON LAMANG PO ito naikalendaryong mapag-usapan sa Komite ng Transportasyon MATAPOS AND HALOS 2 TAON ANG NAKALIPAS. Naiintindihan ko po ang hirap ng buhay ng ating mga kababayan lalo na ngayong may pandemya kung kaya’t minabuti ko pong kausapin ang Committee Secretary na idefer na ang panukalang batas na ito. Sa ngayon, ito po ay deferred na at HINDI na isasabatas pa. Maraming salamat po sa inyong lahat!”
