The Davao City Council Amended Section 8 of the children’s welfare code. Commercial establishments and pisonets can’t provide gaming services to minors during school days according to the code.

Based on a report by Sunstar, Coucilor Richlyn Justol stated that the growth of availability of such establishments pushed the amendment. Justol also highlighted that some pisonets don’t even have permits.

However, the Councilor had admitted having trouble monitoring internet and pisonet cafes despite previous ordinances. The Internet Cafe Association of Davo (ICAD) also shared the sentiment.

According to them, they’re having trouble due to a lack of man power. Net cafe’s and pisonet cafe are becoming one of the fastest growing businesses in the country due to the Philippines’ love for e-games.

As per the article, Justol had also stated that the monitoring should be done at the barangay level. This would be done through the Barangay Council for the Protection of Children (BCPC).

With this, she said that villages should be at the front line of implementations. This included monitoring, as well as holding violators accountable.

Councilor Justol urged the public to report any violations so that they could immediately take action. She added that they are merely following the law.

She then said that there shall be no exceptions to the law. Afterwards, Justol emphasized that they are making these efforts for the protection of minors.

Justo had also clarified that minors were still allowed inside these establishments so long as they use if for research purposes. The amended provision also stated that minors are only allowed till 9:00 p.m.
