Duterte Vows To Fire Corrupt BuCor Officials
RODRIGO DUTERTE – President Rodrigo Duterte has pledged to remove any Bureau of Corrections officials linked to corruption and reprieve those who implemented the law in “good faith”.
Duterte stated that he could not condemn BuCor officials who only implemented the Good Conduct Time Allowance law. He added that even Justice Secretary Guevarra voiced doubts on its clarity.
Although, those that are discovered to be linked to corruption will definitely be fired, said Duterte.
The President then said that if officials followed the law in “good faith” he would not touch them.
Duterte stated that if there had been illegal transactions linked to the officials, that is another story. I will hit you not because the law was in the limbo but because of corruption,” Duterte stated.
According to Inquirer, The President also emphasized that the GCTA law could be interpreted differently. He then added that he would ask the Supreme Court to clarify the ambiguous provisions.
In lieu of this, Gueverra has proposed amendments which included a clear definition of heinous crimes. It also contained if the law should be on the reformative and rehabilitative side, or punitive or retributive
The Good Conduct and Time Allowance (GCTA) Law is now faced with controversy. With the GCTA law, convicts could have a reduced sentence for good behavior.
The controversy started with heinous crimes convict, Antonio Sanchez possibly released for good behavior. According to BuCor about 2,000 heinous crimes criminals were freed under the GCTA law since 2014.
Last week, President Duterte issued an order for the released criminals’ surrender. According to reports, close to 300 convicts have voluntarily surrendered to authorities.
