DOLE, BI Says Chinese Illegally Works At Manila Construction Site
DOLE – The Department of Labor and Employment (DOLE) and Bureau of Immigration (BI) admitted they spotted Chinese illegal workers in Manila.
In a previous article, the DOLE confirmed that Chinese tourist ended up working in the Philippines.
Lots of Chinese came to the country with their tourist visas but the allegedly over-stayed and ended up working.
In a report, Senator Francis “Kiko” Pangilinan stated that executives from DOLE and Bureau of Immigration should be fired for allowing illegal Chinese workers in the country.
“Fire DOLE and BI appointees and officials who allowed the entry of 400,000 Chinese illegals. File criminal cases against them,” said the Senator.
Based on a report from CNN, Labor Assistant Secretay Benjo Benavidez said they spotted Chinese working illegally in a construction site in Manila. They only possess special working permits (SWP.)
“For this particular incident, we were able to find that some of them are actually construction workers, but they are not holders of alien employment permits (AEP).”

According to the report, an AEP would allow foreigners to have a job in the country from 1-3 years while the SWP would only allow them to work for 6 months. However, both permits would not allow foreigners to work as construction workers.
“According to our guidelines for the issuance of permits, manual labor and other kinds of blue collar work are not allowed”
Based on the report, the DOLE is currently reviewing the guidelines of the permits and will come up with new guidelines soon.
The Labor Department can only impose fines on these illegal Chinese workers and deportation is the work of the BI.
