Statement of DPWH Chief Vince Dizon on Another Flood Control Structure in Bulacan

DPWH Chief Vince Dizon personally inspected the P96-million flood control project funded by the government in Plaridel, Bulacan.

Several ‘ghost’ and substandard flood control projects funded by the government were recently exposed. It caused disappointment not only to President Bongbong Marcos but as well as to countless Filipinos.

Amid several areas in the country being constantly flooded when heavy rains hit the nation, Marcos Jr. previously revealed that more than P500-billion was spent for the flood control projects of the Philippine government from July 2022 to May 2025.

The President even flagged 15 construction firms in the same press conference. According to him, they got 20% of the total amount that the country has spent for its flood control deals during the said period.

Here are the 20 construction firms flagged by Marcos Jr. One of them, the St. Timothy, was previously called out by the President over an incomplete and substandard flood control project in Bulacan:

  14. L.R. Tiqui Builders, Inc.
  15. Road Edge Trading & Development Services

In the same province, Pres. Bongbong Marcos was also left angry by a P55-million ‘ghost’ Riverwall project that was already paid in full as per the receipts. The Chief Executive arrived to nothing in the place when he personally came to inspect the project.

Recently, new DPWH Chief Vince Dizon also went to Bulacan to inspect another flood control project. Dizon, a former secretary of the Department of Transportation, was just appointed to the position following the resignation of ex-DPWH Sec. Manuel Bonoan.

Bulacan was reported to the province with the most government-funded flood control deals in the Philippines. Based on a post of ABS-CBN News on social media, DPWH Chief Vince Dizon inspected the flood control project in Plaridel, Bulacan.

“Hindi tao ang gumawa dito, hayop ang gumawa dito,” the DPWH Chief said.

Furthermore, according to Dizon, the project was supposedly completed by 2024 but it was only three (3) weeks ago when the construction started. Based on the post, the DPWH Chief tagged it as another “ghost project” in the province.

Dizon also claimed that the contractor was probably frightened by the intensity of the flood control issue in the country now so the construction of the project was rushed. Amid the issue, the new DPWH Chief previously confirmed that he will order the “courtesy resignation” of all officials of the agency nationwide.
