Pres. Bongbong Marcos Speaks on ICI amid Questions over its Fate
BONGBONG MARCOS – The Philippine President spoke on what will happen to the Independent Commission for Infrastructure (ICI).
Pres. Ferdinand “Bongbong” Marcos Jr. ordered the creation of an independent commission that will investigate the infrastructure projects funded by the government after the flood control mess broke out. The Chief Executive has always been admissive that he initiated the investigation of the issue and he assured to bring it to completion.

The executive order led to the creation of the Independent Commission for Infrastructure or more popularly called ICI. It is led by former Justice Andres Reyes Jr. with two (2) members who have already resigned — Rogelio “Babes” Singson and Rossana Fajardo.
The ICI invited several individuals to its flood control hearing. It has submitted reports to the higher authorities in line with the flood control investigation.

However, in December 2025, Singson resigned from being a member of the ICI. His resignation was followed by Fajardo also resigning from her position on the same month. It left countless Filipinos curious about the fate of the independent commission.
Amid the questions, the ICI submitted a 125-day report to Pres. Bongbong Marcos wherein it claimed that the commission has achieved “substantial and measurable results”. The body has invited incumbent government officials tagged in the flood control mess to its probe.

Here are the achievements cited by the ICI in its 125-day report to Pres. Bongbong Marcos:
- Nine referrals, covering 65 implicated individuals, submitted to the Ombudsman, one of which was made with the Department of Public Works and Highways
- 66 individuals referred to the Department of Justice for the issuance of Immigration Lookout Bulletin Orders (ILBOs)
- 32 hearings covering 36 witnesses, including 20 legislators and five agency heads
- 16 site inspections nationwide
- 1,173 documents processed
- 6,692 bank accounts of implicated individuals frozen or subjected to freeze orders
- P24.7 billion worth of assets seized, preserved, frozen or surrendered, according to the Anti-Money Laundering Council. This includes 229 vehicles, 394 insurance policies, 161 real properties, 16 e-wallet accounts and 10 air assets
- Eight inter-agency coordination meetings conducted and six legislative sessions attended
- Three hearings livestreamed
Recently, Pres. Bongbong Marcos was asked about the fate of the ICI. At a press conference in New York City where the President recently flew for a two-day working visit, Marcos Jr. claimed that the commission is allegedly either writing their final report or has already finished it.
“Well, right now what the ICI is doing is that they are collating all of their findings because dadalhin nila – siyempre, they are also writing their final report. I think baka tapos na. But the – essentially within – with the ICI itself has made a determination that much of their work has already been done,” the President said.

Pres. Bongbong Marcos claimed that the next part of the process is the sending of the information gathered by the ICI to the Ombudsman and the Department of Justice (DOJ). According to him, it depends which is the appropriate body for the next step.
”Now, what will happen afterwards is, let us see what else that they can do but for now their brief has already been fulfilled,” the President said.
Previously, former Senator Bong Revilla sought prayers after the ICI recommended the filing of flood control charges against him. Currently, the former lawmaker is detained at the New Quezon City Jail in Payatas.
