The employee of the Land Transportation Office (LTO) was identified as Ms. Gilda E. Zubia, the head of the LTO Taal Extension Office.

LTO Chief Assistant Secretary Markus V. Lacanilao ordered a review of the incident, while LTO Calabarzon Regional Director Elmer J. Decena led a thorough investigation to verify the identity of the person in the viral images.
After careful checking, the agency confirmed that the woman in the photo was indeed Ms. Zubia.
Following this confirmation, the LTO issued a show cause order requiring her to explain the incident within five days, as part of the standard process under the 2025 Rules on Administrative Cases in the Civil Service.

To ensure that the investigation would be fair and unaffected, Ms. Zubia was also temporarily removed from her post while the review takes place.
Director Decena instructed the team to speed up the investigation and ensure that any penalty given would follow the law. The office stressed that traffic rules are meant to protect everyone, and no one should be treated differently, whether a regular citizen or a government official.
The agency emphasized that safety equipment like helmets is essential, and violating these rules puts lives at risk.
