Sen. Ping Lacson Speaks on Senate Flood Control Investigation
PING LACSON – The Senate President Pro Tempore claimed that he will seek for the help of Senator Rodante Marcoleta in locating Orly Guteza, the ‘surprise witness’ he presented during a Senate flood probe.
Only the Senate continued with its flood control investigation following the creation of the Independent Commission for Infrastructure. House Speaker Bojie Dy said the flood control probe is best left in the hands of the ICI, the three-member body that President Bongbong Marcos had ordered to be formed for the flood control investigation.
However, the Senate flood control investigation was on pause for several weeks now since Sen. Ping Lacson resigned from being the chairman of the Blue Ribbon Committee. He was frustrated over the remarks of some of his fellow senators on the path that the probe is taking.
The Senate Blue Ribbon Committee chairmanship was offered to five (5) senators following Lacson’s resignation — senators Kiko Pangilinan, Pia Cayetano, Raffy Tulfo, JV Ejercito, and Risa Hontiveros.
However, none of them sat as the new Blue Ribbon chairman. Pangilinan, Tulfo, and Ejercito immediately declined the position. Previously, Senate Pres. Tito Sotto announced that Sen. Erwin Tulfo, the vice chairman of the Blue Ribbon committee, will be its acting chairman.
Meanwhile, amid the public anticipation of the next Senate flood probe, Senate Pres. Tito Sotto recently confirmed that Sen. Ping Lacson will return as the Blue Ribbon chairman. According to him, the calls of their fellow senators for him to return to the position might have reached him.
Prior to it, Lacson warned that his return to the Senate Blue Ribbon Committee’s chairmanship may cause some of the senators who are part of the majority bloc to move to the minority. According to him, it might also risk the presidency of Sotto.
Recently, Sen. Ping Lacson claimed that he wants the Senate flood control probe to resume on November 14 if he will be reelected as chairman of the Blue Ribbon Committee. He also wants to invite a special witness.
Based on a report on PhilStar, Sen. Ping Lacson wants Orly Guteza, the “surprise witness” presented by Sen. Rodante Marcoleta during a previous Senate flood probe, subpoenaed. However, he could not be found now.
Guteza, a former staff of Zaldy Co, claimed that he was allegedly part of the team that delivered suitcases filled with money to Co and former House Speaker Martin Romualdez. However, based on the report, he could not be found in his registered home address.
It was recently found out that the signature of the lawyer on his sworn testimony was forged. According to Lacson, if Guteza won’t be found, his sworn testimony will only be appreciated for its face value.
Based on the report, Sen. Ping Lacson will seek the help of Sen. Rodante Marcoleta in locating the “surprise witness” that he presented during the previous Senate flood probe. The Senate President Pro Tempore also revealed that Orly Guteza stayed at Marcoleta’s office for around 30 minutes before he went to the session hall for his testimony as per the CCTV footage.
