Pasig Mayor Vico Sotto Asked about Senate Flood Investigation
VICO SOTTO – The Pasig City Mayor will appear at the Senate if he will be invited to attend the flood control projects probe.
Amid the issue of ‘ghost’ and substandard flood control projects funded by the government in the Philippines, the Senate launched its own investigation. The probe is led by the Blue Ribbon Committee which is chaired by Senator Rodante Marcoleta.

The Senate investigation came after President Bongbong Marcos aired his disappointment after discovering ‘ghost’ and substandard flood control projects in Bulacan. According to Marcos Jr., the government has spent over P500-billion for flood control projects in the country from July 2022 to May 2025.
The President tagged it as an “enormous” amount. He also flagged the contractors that got 20% of the total spending of the government on flood control deals.

According to Pres. Bongbong Marcos, her are the 15 contractors which were awarded with 20% of the flood control deals funded by the government since his term started until May 2025:

- St. Timothy Construction Corporation
- QM Builders
- EGB Construction Corporation
- Topnotch Catalyst Builders Inc.
- Centerways Construction and Development Inc.

- Hi-Tone Construction & Development Corp.
- Triple 8 Construction & Supply, Inc.
- Royal Crown Monarch Construction & Supplies Corp.
- Wawao Builders
- MG Samidan Construction
- L.R. Tiqui Builders, Inc.
- Road Edge Trading & Development Services

Ahead of the Senate hearing, Senate Blue Ribbon Committee chairman Rodante Marcoleta already warned the contractors they will be inviting to reveal the public officials who receive money from them. However, many of the contractors ditched the first hearing.
Senate Pres. Chiz Escudero approved all the subpoenas for the contractors who skipped the first Senate flood probe. The following were mandated to attend the September 1 hearing set by the chamber:
- Mr. Luisito R. Tiqui, President of L.R. Tiqui Builders, Inc.
- Ms. Cezarah C. Discaya, President of Alpha and Omega Gen. Contractor & Development Corporation
- Mr. Lawrence R. Lubiano, President of Centerways Construction and Development Inc.
- Mr. Edgar S. Acosta, President of Hi-Tone Construction & Development Corp.
- Ms. Marjorie O. Samidan, authorized managing officer of MG Samidan Construction
- Mr. Romeo C. Miranda, President of Royal Crown Monarch Construction & Supplies Corp.
- Ms. Ma. Roma Angeline D. Rimando. President of St. Timothy Construction Corporation
- Ms. Aderma Angelie D. Alcazar, President/CEO of Sunwest, Inc.
- Mr. Eumir S. Villanueva, President of Topnotch Catalyst Builders Inc.
- Mr. Mark Allan V. Arevalo, General Manager of Wawao Builders
Recently, amid the issue, Pasig Mayor Vico Sotto who has caught attention over his monitoring of the issue on the anomalous flood control projects in the country was asked if he will attend to the Senate flood probe if he will be invited.

Based on a report on ABS-CBN News, Pasig Mayor Vico Sotto stressed that it is not a matter of whether someone who is invited to a Senate hearing is willing to appear at the chamber or not. He stressed that it is required.
“Kahit sino naman po hindi naman yan kung gusto o hindi kapag sila nagpatawag required po yun,” the Pasig Mayor said.
Based on the report, amid his confirmation that he will attend to the Senate hearing over the flood control projects in the country, Pasig Mayor Vico Sotto claimed that there is no invitation for him as of this writing. Meanwhile, he assured that the local government unit of Pasig will assist the senators in the investigation.
“Dapat managot ang dapat managot. Whether government official, contractor, suppliers, career officials. Hindi pwedeng pagkatapos ng ilang buwan tatahimik na lang ang issue at magkakalimutan tayo,” Sotto said.
Previously, Pasig Mayor Vico Sotto reacted to controversial contractor Sarah Discaya being grilled in the Senate during the flood control probe.
