Malacañang Speaks on Claim of DPWH Secretary Manuel Bonoan amid Flood Control Project Issues
DPWH Secretary Manuel Bonoan claimed there was no turn over of the Aquino admin flood control masterplan from then public works chief Mark Villar.
President Bongbong Marcos is disappointed over many failed flood control projects in the Philippines that resulted to the flooding in many areas around the country instead of providing the purpose why the structures were made. Recently, he held a press conference over the matter.

Marcos Jr. revealed that more than P500 billion already was spent for the flood control projects of the government from July 2022 to May 2025. According to the President, for him, it is an enormous amount.
During the press on, Pres. Bongbong Marcos also claimed that five (5) flood control project contractors have secured government deals in almost all regions in the country. They are the St. Timothy Construction Corporation, the Legacy Construction Corporation, the Road Edge Trading & Development Services., the Alpha & Omega Gen. Contractor & Development Corp., and the EGB Construction Corporation.

Marcos Jr. vowed that his administration will investigate how the five (5) above-mentioned firms were able to secure flood control government deals in almost around the country. He also named the 15 contractors which got the 20% of the P545-billion spending of the government on flood control deals.

Despite the failure in many of the flood control deals of the government, the Palace previously assured that Pres. Bongbong Marcos’ trust and confidence on DPWH Secretary Manuel Bonoan remains.

During the term of the late former president Benigno “Noynoy” Aquino III, a flood control masterplan was reportedly created. Based on a report on ABS-CBN News, former DPWH Secretary Rogelio Singson told Bilyonaryo News Channel during an interview that they were able to complete the P351-billion flood control masterplan. However, it was allegedly not pushed through by the succeeding administrations.
Malacañang recently broke its silence on the claim of the former DPWH Secretary under Aquino’s term. Based on a report on ABS-CBN News, Palace press officer undersecretary Claire Castro claimed that her office has reached out to Public Works Sec. Manuel Bonoan who told her that no flood control masterplan was turned-over to him.
“Walang natanggap, naturnover mula kay then DPWH Secretary Mark Villar si Secretary Bonoan,” the Palace official said.

Now-Senator Mark Villar was the public works secretary during the term of former Pres. Rodrigo Roa Duterte. He has yet to issue a statement with regards to the Aquino flood control masterplan.
Meanwhile, the Senate launched its own investigation over the possible anomalies in the government flood control projects amid Senate Pres. Chiz Escudero being linked to one of the 15 contractors mentioned by Marcos Jr.
Senate Pres. Chiz Escudero who admitted to receiving a P30-million campaign donation from a flood control project contractor called the accusations against him as part of a “demolition job” in the pursuit to oust him.
