Police Authorities Raid House Repacking Expired Products in Laguna
The authorities raided a house in Barangay Malaban, Biñan City, Laguna for repacking expired food and personal care products for sale.
On Tuesday night (February 4, 2025), Biñan City Police together with the Business Permit and Licensing Office (BPLO), and the Public Order and Safety Office (POSO) launched the operation following a confirmed tip-off.
Reports started coming in last week, prompting surveillance and investigation. Upon inspection, authorities found the information to be accurate.

When the team arrived, the owner and several individuals had already fled, leaving only a few workers behind, some of whom claimed to be unaware of the illegal activities. Authorities are now interviewing these workers to determine their involvement.
The expired items discovered included spaghetti noodles, cup noodles, canton, bihon, powdered and liquid milk for both children and adults, juices, soft drinks, coffee, peanut butter, cheese infested with worms, canned goods, biscuits, and more.
There were also expired lotions and soaps. Some products had been expired for months, while others dated back to the previous year.

“Upon checking yung mga boxes, mayroon tayong mga papel na ito ay galing sa iba-ibang supermarket. At makikita natin may mga tag pa, nakalagay ang pangalan ng mga supermarkets,“ Biñan City BPLO chief Atty. Edward Vange Arriba said.
The shop’s workers were altering expiration dates and repackaging the items to be sold cheaply, often through online platforms. The products were distributed as far as Metro Manila using well-known courier services.
Trucks transported the expired goods to the repackaging site, where they were sold for around P60 per kilo.
Documents found at the scene indicated that the products originated from various supermarkets. Authorities plan to review nearby CCTV footage to trace the delivery trucks and identify the sources of these goods.
Though the establishment was registered as a trading business in 2024, it was involved in illegal activities. The Consumer Act of the Philippines strictly prohibits the sale of expired and tampered products.
The total value of the seized items is still being determined as the inventory process continues.
