Ex-QC Mayor Herbert Bautista, Aldrin C. Cuña Charged W/ 2 Counts Of Graft Before The Sandiganbayan
HERBERT BAUTISTA – Ex-Quezon City mayor Herbert Bautista and Aldrin Cua, his city administrator, are facing two counts of graft charges in connection with suspected irregular P25 million solar power installation and computerization projects in 2019.
Actor and politician Herbert Constantine “Bistek” Maclang Bautista presided as mayor of Quezon City, the nation’s most populous city, from 2010 to 2019. Among the many movies and TV shows in which Bautista has appeared include the coming-of-age drama Bagets from 1984, the horror anthology Shake, Rattle & Roll, and the animated series Kaluskos Musmos.
Based on a report from ABS-CBN, the Office of the Ombudsman has filed graft charges against Bautista and his city administrator Aldrin Cua in relation to the allegedly irregular P25 million solar power installation project in 2019.
On February 3, 2023, Ombudsman Samuel Martires authorized both cases in which Aldrin Cua was mentioned as a co-accused. In the first case, the full P32.107 million payment was released to an IT company for the purchase of an online occupation permitting and tracking system, among other things.
Despite the absence of particular appropriation legislation passed by the Sangguniang Panglungsod, Herbert Bautista allegedly entered into a contract with the company and authorized the release of the whole sum.

According to the report, the Ombudsman further stated that Aldrin Cua signed the purchase request attesting to the validity and oversight of the charge to the appropriation.
In the second graft case, a different company was paid the whole amount of P25.342 million for the installation of a solar power system and waterproofing work on a municipal center building.
According to the Ombudsman, Bautista authorized the payment of the sum even though the business was unable to obtain a net metering system from Meralco while Cua submitted a certificate of acceptance by signing the disbursement voucher.
For each of the two graft cases, the Ombudsman recommended a bail amount of P90,000 for each of the defendants. The Sandiganbayan received the cases on March 15, 2023.
The first case was drawn, and it was assigned to the 7th Division, while the second case was assigned to the 3rd Division.
