Lady Motorist Apprehended for Driving Without License Harassed by Arresting Police
A lady motorist files complaint against police after she was allegedly harassed when she was apprehended at the checkpoint for driving without a license.
A 26-year-old woman filed a harassment complaint against a police officer in Pampanga, according to a GMA News report. The suspect had previously apprehended the victim for riding a motorcycle without a license.
The culprit was named Police Staff Sergeant Robin Mangaga, who allegedly headed a checkpoint on October 8 in Mabalacat, Pampanga, according to the report. The victim, who went by the alias “Olivia,” was on her way to work about 3 a.m. when Mangaga stopped her at the checkpoint.

Olivia was allegedly asked for her driver’s license, but she failed to provide it, which she admitted was her mistake. Mangaga apparently did not issue her a ticket but instead seized her motorcycle.
She allegedly offered P500 to the police in exchange for the motorcycle and to get into her job, but was told she was committing bribery. Olivia pleaded again, stating that she was willing to kneel and beg for the motorcycle.
According to Olivia, this is where Manganga allegedly began to be disrespectful. She allegedly then got inside the car and ordered her to get in if she wanted to continue begging. Olivia was allegedly taken to the motel where the harassment took place by the police.
Her motorcycle was reportedly returned to her after the event. Olivia went to court and filed a harassment complaint against Manganga. She also filed an administrative complaint with the Internal Affairs Office in Camp Crame, Quezon City, against the police. Mangaga committed grave abuse of authority, and the victim was threatened and harassed if the allegations are proven.
It can also be used against Mangaga, according to Police Colonel Marcial Paclibon, chief of the Intelligence and Investigation Division-IAS, if it is true that he sent text messages to the victim after learning of the accusation. The accused police officer had previously surrendered to his comrades but refused to give a statement, it was discovered.
