The suspect allegedly purported to be an engineer and presented himself to the victim as a fixer, according to Pasig City police commander Col. Roman Arugay. The suspect allegedly charged P300,000 to simplify the getting of building licenses and electrical inspection certificates for the house they were building, according to the victim’s police report.

However, when the victim brought the suspect’s certificate of final electrical inspection to Meralco, it was determined that the document was a forgery. Because the signatures and the weekend are the days that are specified as the date issued, digital signatures are used.

The victim ran into the suspect outside a convenience store in Barangay Santo Tomas to pay over P10,000 in cash. According to the suspect, he had two accomplices: a city hall engineer who received P120,000 from the victim and a middleman.

Multiple accusations were filed against the suspect and another at-large accomplice, including estafa and violation of the Anti-Red Tape Act. The instructed engineer will face additional charges under the Graft and Corrupt Practices Act as well as the Code of Conduct and Ethical Standards of Public Officials and Employees.

Pasig City Mayor Vico Sotto stated in an online post that they have made significant headway in cleaning up the fixers in the Office of the Building Official. Sotto urged the people to immediately report anyone who asks for lubrication to be charged to the city or the police. The police also advised the public to follow the proper procedures for obtaining the document from the government.
