In the Philippines, if you have are yet eligible for an LTO Driver’s License (Profession/Non-Professional) but wanted to drive, you may apply for a student permit for driving provided you are at least 17 years of age.
According to LTO, an applicant must be at least 17 years old, physically and mentally fit to drive, and able to read and write. For foreigner applicants, he or she must be 18 years of age and must have stayed in the country for at least one(1) year.

Step 1

Step 3
Your documents will be forwarded to an LTO evaluator. He or she will check the qualifications of the applicant. For successful evaluation, the information will be encoded by the evaluator to the system.
Step 4

Step 5
You will be given your SP Card together with the Official Receipt. Write your name and affix your signature in the Release Form. According to LTO, you will also be receiving a reviewer.
