Vice Pres. Sara Duterte Announces Presidential Bid in 2028 amid Impeachment Moves against her

SARA DUTERTE – The fourth impeachment complaint against the Vice President was filed before the House Secretary General’s office shortly after she confirmed her bid for president in the 2028 Elections.

This February, after impeachment complaints were filed against Pres. Bongbong Marcos before the Office of the Secretary General of the House of Representatives last month, impeachment raps were filed against Vice Pres. Duterte. In the first impeachment rap against the Vice President, she’s accused of alleged betrayal of public trust.

Duterte is accused of supposed betrayal of public trust and gross abuse of discretionary powers regarding the alleged misuse of the P625 million confidential funds of the Office of the Vice President (OVP) and the Department of Education (DepEd). On the same day last February 2, shortly after the first impeachment rap was filed, Tindig Pilipinas filed the second impeachment complaint against the Vice President.

The Vice President is accused of supposed culpable violations of the Constitution, graft and corruption, bribery, betrayal of public trust, and other high crimes in the second impeachment rap filed against him. The House previously confirmed that the impeachment complaints against Duterte were transmitted to the office of House Speaker Bojie Dy.

On February 9, a group of priests, nuns, and lawyers filed the third impeachment complaint against Vice Pres. Sara Duterte. The third impeachment rap cited the grounds of the alleged misuse of the confidential funds and the threats to the life of Pres. Bongbong Marcos.

The 98-page complaint was endorsed by Mamamayang Liberal Party-list Representative Leila de Lima and Akbayan Party-list Rep. Percy Cadeña. Duterte’s camp claimed that they expect the filing of impeachment raps against the Vice President.

According to Vice Pres. Sara Duterte, she has met with her legal team even before fresh impeachment complaints were filed against her. Here are the grounds cited in the third impeachment rap against the Vice President:

  • Alleged culpable violation of the Constitution and betrayal of public trust, and other high crimes in amassing and converting the amount over PHP 500 million confidential funds (CF) allocated to the Office of the Vice President from 2022 to 2023
  • Alleged culpable violation of the Constitution and betrayal of public trust, and other high crimes in amassing and converting the amount of not less than PHP 112.5 million of confidential funds allocated to the Department of Education (DepEd) for the year 2023
  • Alleged culpable violation of the Constitution and betrayal of public trust by corrupting and bribing officials of the DepEd
  • Alleged culpable violation of the Constitution, betrayal of public trust, and other high crimes in contracting to murder or assassinate the president, the first lady, and the former speaker of the House
  • Alleged culpable violation of the Constitution and betrayal of public trust in amassing unexplained wealth and failing to disclose all her properties and interests in properties in her SALN
  • Alleged culpable violation of the Constitution and betrayal of public trust in committing acts of political destabilization and the high crimes of sedition and insurrection

Recently, shortly after Vice Pres. Sara Duterte confirmed that she is running for president in 2028, a fourth impeachment complaint was filed against the Vice President. Based on a report on ABS-CBN News, the impeachment rap was filed by Atty. Nathaniel Cabrera before the Office of the House Secretary General.

Duterte is accused of alleged culpable violation of the Constitution, betrayal of public trust, graft and corruption, and other high crimes in the fourth impeachment rap filed against her. Based on the report, the impeachment rap was endorsed by House Deputy Speaker Francisco Paolo Ortega V and Manila City 6th District Representative Bienvenido Abante Jr.

The alleged threat of Vice Pres. Sara Duterte against Pres. Bongbong Marcos, First Lady Liza Araneta-Marcos, and former House Speaker Martin Romualdez was cited in the latest impeachment rap filed against her. Her alleged misuse of the confidential funds of the OVP and the DepEd was also mentioned.

“We have investigated the Vice President… She should have answered. Now, she has the opportunity to answer,” Abante expressed.

Recently, following the Vice President’s announcement, presidential sister and Senator Imee Marcos reacted to Vice Pres. Sara Duterte announcing her presidential bid in 2028.
