Traffic Enforcer Stops Jeepney Driver with Professional License for Allegedly Being Unqualified to Drive a PUV 

A traffic enforcer elicits comments online after stopping a jeepney driver who held a professional driver’s license, claiming that the license only had restriction codes 1 and 2. 

Recently, a Facebook user named MotoEsong Vlog shared a video showing the traffic enforcer apprehending the jeepney driver, saying he was not allowed to operate a public utility vehicle (PUV). The video quickly went viral online. 

The issue started when the enforcer claimed that the driver’s license had only restriction codes 1 and 2, which supposedly do not allow him to drive a PUV.

In the video, the enforcer was seen confronting the jeepney driver and explaining that even with a professional license, the restriction codes determine the type of vehicle a person is allowed to drive. 

However, the jeepney driver calmly explained that he had been driving a PUV for many years and had never been stopped by authorities before. He said he believed his professional license was enough to allow him to drive a passenger jeepney. 

The enforcer insisted that a driver must have the proper code, specifically Code 3 or higher, to legally operate a PUV. According to the Land Transportation Office (LTO), professional licenses only grant permission to drive public vehicles depending on the license code listed. 

Codes 1 and 2 are for motorcycles and private light vehicles only, while codes C, D, and E are for larger or public utility vehicles such as jeepneys, buses, and trucks. 

In short, even if a driver has a professional license, they must have the correct code that matches the vehicle type they are operating.
