The transfer of the appointment of Remulla from the DOJ to Ombudsman came amid the supposed multi-billion flood control scam in the Philippines. As the Justice Secretary, he has attended several Senate flood probes as he was invited by the upper chamber in its investigation.

Based on the report, Remulla stressed that there is “fact-finding” under the rules of the Ombudsman and they will validate each case that will be filed by the DOJ and the ICI. The independent commission has already filed some charges.
