3 DPWH Bulacan Officials Dismissed Over Flood Control Project Anomalies 

Three Department of Public Works and Highways – Bulacan officials have been permanently dismissed from their positions due to anomalies. 

Three officials from DPWH Bulacan 1st District Engineering Office have been permanently dismissed from their positions. Those removed from office were Assistant District Engineer Brice Ericson Hernandez, Construction Section Chief Jaypee Mendoza, and Accountant Juanito Mendoza. 

According to the decision released by DPWH Secretary Vince Dizon, the three were found guilty of disloyalty to the Republic of the Philippines, grave misconduct, gross neglect of duty, and conduct prejudicial to the best interest of service.

The move comes as part of the government’s effort to hold accountable those involved in irregularities surrounding flood control projects in Bulacan. 

Their dismissal carries a penalty of perpetual disqualification from holding any position in the government. This means they are barred from serving in any public office in the future. The DPWH also stated that this action does not prevent the filing of separate civil or criminal cases should there be a need for further legal action. 

The decision follows an earlier move to dismiss former DPWH Bulacan 1st District Engineer Henry Alcantara on September 4, 2025, for the same irregularities.
