These LGUs declared a state of calamity amid Habagat PH lashing, causing severe floods.
HABAGAT PH – Due to the heavy and persistent rains that result in huge floods, three areas have declared a state of calamity.
Over 500 areas in Metro Manila were submerged in floods due to the heavy downpour brought by the southwest monsoon, according to MMDA Chairman Romando Artes. But the number of flooding incidents has since gone down as of Tuesday morning.

Declogging activities continue in areas where waters have already subsided; however, due to the continuous rains, some areas were forced to declare a state of calamity. The Southwest Monsoon is enhanced by Dante PH, the Low Pressure Area east of Batanes, and Tropical Cyclone WIPHA over Vietnam.
The Cavite provincial government declared a state of calamity due to the floods caused by habagat rains. This declaration allows the province to use the calamity funds and impose a price freeze on basic goods. Based on the weather bureau’s data, the rain dumped almost a month’s worth of rainfall in Cavite City.
Quezon City also declared a state of calamity on July 22, as the severe flooding and heavy rains continued to batter their city. Quezon City Councilor Alfred Vargas announced it after the city council had approved Resolution PR23CC-054 in a special session on Tuesday.
Manila Mayor Isko Moreno declared a state of calamity as well, as the southwest monsoon continues to trigger heavy rains, resulting in severe flooding. Moreno expressed, “We need to declare a state of calamity in the City of Manila. The day after tomorrow, you can now utilize your calamity fund to augment and address the needs of your respective constituency.”
In Manila, 22 evacuation sites have provided shelter to a total of 3,035 individuals or 876 families as of 3 PM on Tuesday.
