HPG Chief Resigned from Post Following Viral Video of an Officer Punching a Trainee

The chief of the Highway Patrol Group (HPG) resigned from his post after a video of an officer punching a trainee went viral on social media.

The Philippine National Police (PNP) acknowledged Brig Gen Clifford Gairanod’s resignation as chief of the Highway Patrol. This comes after a video of an HPG officer hitting a trainee went viral.

According to the PNP Public Information Office, Gairanod’s actions will set the way for a fair probe of the event, which occurred on April 2 at the graduation rites of the executive motorcycle riding course in Sariaya, Quezon. According to the former HPG chief, he is appreciative of the trust placed in him and is devastated by what occurred.

Gairanod relieved his own son, Police Capt. Clifton Gairanod and other members of the training staff were directly involved in the incident before leaving his position. In the footage, Police Capt Gairanod is seen striking the trainee four times.

Other trainees and instructors can be seen watching as the trainee is instructed to kneel before being brutally hit by a training officer. The HPG officer came to a halt after the trainee complained that the blows were too hard, which elicited amusement from those present.

The officer then struck the victim three times more. The HPG officer can also be heard jokingly asking the trainee, “Sino attorney mo?” “Physical injury ikaso mo sa akin, ha,” Azurin said, repeating his demand for all police officers to follow policies and procedures in all their dealings, including training exercises.

Gairanod will be replaced by Col. Jay Cumigad, former deputy regional director for operations of Police Regional Office 3. While appreciating Gairanod’s professionalism, the PNP Chief directed the Internal Affairs Service (IAS) to launch an investigation.
