Alleged Muslim Inmate Reportedly Fed Pork by Caterer Inside BuCor

A Muslim person deprived of liberty (PDL) or inmate was reportedly fed pork by a caterer hired by the Bureau of Corrections (BuCor).

According to the report of the Commission on Audit (COA), the caterer that the BuCor hired in making meals for the detainees served pork to two prisoners who were Seventh Day Adventists and Muslims. This apparently violates the said meal agreement for prisoners.

Pork is incorporated into some of the meals supplied to convicts, which is a violation of the Guide to Serving Portions for the Menu specified in the Food Subsistence Agreement, according to the COA report by the AFS Eatery State auditors.

“Review of the food served by AFS Eatery disclosed that some of the menu’s ingredients include pork strips contrary to paragraph E of the Guide to Serving Portions for the Menu,” according to the COA.

“Management was unable to monitor and enforce the provisions in the Food Subsistence Agreement (FSA),” COA added.

According to the agreement, Muslim and Seventh Day Adventist detainees “must be given food in accordance with their religious practice described as Halal-certified products” and were also exempted from receiving meals, especially on January 8 and May 8, 2021.

According to the report, Muslim and Seventh Day Adventist inmates were only given one cup of rice each for their breakfast and lunch. The COA instructed the BuCor to act right away.

“Had the officers of the Bureau monitored the strict implementation of its internal controls and the employees performed their respective duties, functions, and responsibilities, the above deviations and/or violations of the caterers could have been prevented and immediately stopped,” the audit team said.
