Comelec Warns Possible DQ to Ka Leody Over No Permit Campaign Rally
The Commission on Election (Comelec) has warned of possible disqualification against presidential aspirant Ka Leody De Guzman due to the campaign rally without a permit.
Labor leader Ka Leody is facing probable disqualification for physically campaigning without a Comelec authorization, which is an “election offense.” De Guzman did not apply for any type of in-person campaign, including his proclamation rally, from the regional Comelec campaign committee (CCC) in Metro Manila.
“Definitely, it is an election offense because the requirement is they need to seek a permit first before conducting a campaign,” Comelec education and information chief Elaiza David said in a press briefing on Tuesday afternoon.
“We’re not talking about whether the venue is free or not. What we are trying to regulate is the conduct of campaigns. They still need to ask for a permit and they should apply with the specific CCC,” she said.

Only four of the ten presidential contenders have requested for a permit to undertake in-person sorties in the capital region, according to a report from the CCCs in Metro Manila and Central Luzon. Vice President Leni Robredo, former Senator Ferdinand Marcos Jr., Manila Mayor Francisco “Isko Moreno” Domagoso, and Sen. Panfilo Lacson, with Senate President Tito Sotto as his running mate.
In Tuesday evening, a proclamation event for Ka Leody was conducted at the Bantayog ng mga Bayani monument on Edsa in Quezon City. Labor leader and running partner Walden Bello, as well as senate aspirants Luke Espiritu, Roy Cabonegro, and David D.
In addition, partylist nominees from the Partido Lakas ng Masa (PLM) as well as local candidates from various cities and municipalities were also present. Apart from de Guzman’s party’s hopefuls, trade unions, urban poor and homeowners’ associations, environmentalists, mass organizations from various disadvantaged sectors, and progressive people will also be there to show their support for their candidates and policies.
