QC Employee Faces Multiple Charges After Filing Plunder Case vs Mayor Joy Belmonte

The Quezon City Hall employee who files plunder case against Mayor Joy Belmonte will allegedly face multiple charges.

The city hall employee who accused Mayor Joy Belmonte of plunder is facing many administrative complaints, according to the Quezon City local government. Grave misconduct, substantial dishonesty, and behavior injurious to the best interests of the service are among the ongoing allegations against Clement Joy Mercado, Draftsman III of the Engineering Department.

This was in response to Mercado’s alleged extortion of several hundred thousand pesos in exchange for the building permit’s release. Mercado was also accused of injuring a female coworker by throwing a monobloc chair at her.

Mercado was suspended in 2020, according to the QC LGU, because of the allegations leveled against him. The local government unit believes Belmonte’s plunder allegation is really a smear campaign against him.

“Clearly, Mr. Mercado’s alleged complaint is motivated by nothing more than his own self-interest and questionable character,” according to the statement.

“His complaint should be treated as another futile effort to tarnish the good name of Mayor Joy Belmonte, whose strict directive of good governance evidenced by Quezon City’s highest audit rating by the Commission on Audit, has earned the ire of unscrupulous individuals who used to ply their wares at City Hall,” it added.

Belmonte was charged with plunder by the Office of the Ombudsman in connection with the supplied food packets, which were reportedly purchased at a high cost.

The lawsuit especially mentioned the municipal hall’s purchase of food supplies for P426,737,499.90 on September 30, 2020. According to the report, each meal box costs P809.95.

However, the complaint claims that if the price of the food pack is calculated using the Department of Trade and Industry’s (DTI) Suggested Retail Price, each pack costs just P442.16. She said that there is an unusual going on here.
