Founder of Investment Scam-Tagged Kapa Joel Apolinario Wants to Be Senator

JOEL APOLINARIO – Pastor and founder of biggest investment scam “Kapa” files a certificate of candidacy (COC) for the Senator position.

The imprisoned founder of a ministry suspected of organizing one of the Philippines’ biggest investment scams announced his campaign for Senate in 2022 on Saturday. Bishop Danilo Brioso, his self-proclaimed representative, presented his COC to the Comelec.

According to his representatives who declined to be identified, Apolinario would advocate for “jobs for the jobless,” land ownership for the homeless, and access to quality education through a “study-now-pay-later” system. Pastor Joel’s advocacy, according to his spokesman, is to be an educator and provide quality education to Filipinos.

Apolinario was detained in July of last year on allegations of syndicated estafa, which is a non-bailable felony. Kapa, a religious organization, was accused of masterminding one of the country’s largest financial frauds, in which members were promised a 30% monthly return or “love gift” in exchange for their donations.

Following an effort by authorities to apprehend him, two of his supporters were slain in an altercation. Kapa is thought to have amassed as much as P50 billion from its victims, according to the Securities and Exchange Commission (SEC).

Over allegations of swindling and unfulfilled investment commitments, none other than President Rodrigo Duterte ordered the closure of Apolinario’s Kapa. Kapa fought back, petitioning the Supreme Court to stay or reverse the SEC order closing it down, thanks to its faithful “donors.”
