Senator Sotto Asks FDA to Guarantee That Guidelines on Vapes Must Adhere to Law

Senate President Vicente Sotto III asked FDA to guarantee that the guidelines on vapes are compliant with the law.

The lawmakers said that the guidelines of Food and Drug Administration for vapes and heated tobacco products must adhere with the law. He also said that the agency should not make it hard for them to compete against cigarettes.

Sotto said that he wants companies to introduce heated tobacco product or a vapor product as easy as introducing cigarette product. He aims to reduce the increasing numbers of cigarette smokers in the Philippines.

Guidelines

“We don’t want it to appear that introducing a cigarette product to the Philippines is easier than introducing a heated tobacco product or a vapor product,” Sotto said.

The agency has been ordered to draft the general guidelines for Republic Act 11467 imposing higher taxes on cigarettes and e-cigarettes. They were also tasked to draft Executive Order No. 106 with the aim to ban unregistered or adulterated products.

The 72-year-old politician also stressed out that heated tobacco products (HTPs) are better than smoking cigarettes. He also showed studies stating that 80 percent of cigarette smokers who switched to HTPs never returned to smoking cigarettes.

Guidelines

“We don’t want the youth and those who don’t smoke to suddenly think of using e-cigarettes and heated tobacco. What we want is for those who smoke to shift to heated tobacco or e-cigs,” Sotto added.

The goal should be to get smokers to quit and not to switch to another harmful product. The government should be working to end tobacco use by phasing out tobacco products as soon as possible, in the same way that cocaine and asbestos used to be legal or how leaded gasoline was phased out. It was a historical mistake that cigarettes are a legal product before the many health harms were widely known. That mistake needs to be corrected.
