DOH Distribution Of Condoms For High School Students Allowed By DepEd

The plan of Department of Health (DOH) to distribute free condoms for the high school students was allowed by Department of Education (DepEd).

On Wednesday (December 15, 2016), the two agencies have discussed their plan on implementing a program that will reduce the increasing cases of Acquired Immune Deficiency Syndrome (AIDS) and human immunodeficiency virus (HIV) youth victims, according to Education Secretary Leonor Briones.

Briones said that then cooperation between DepEd and DOH is necessary in this very sensitive issue in order to produce a protective project. She also said that the implementation of the program must be delivered in a very careful way.

Condoms can’t be distributed haphazardly or randomly, similar to the distribution of flyers and leaflets in shopping malls or any establishments, according to Briones.

“They cannot stand at the door and distribute condoms to students who pass by, not like that. It has to be done carefully… most likely it will be at the level of junior and senior high school when students are able to discern,” said Briones quoted by Inquirer.

Condoms will be distributed to the appropriate target but receivers need to undergo a counseling. The DepEd chief said that condoms will not be given on large number of crowds but only to those suitable to received.

This program will be implemented not just to prevent AIDS and HIV among young people but also to the increasing rate of teenage pregnancy as early as 10 years old in the Philippines, said by DepEd chief.

Briones said that the policy requires the involvement of the two agencies. The unity between DepEd and DOH can help the learners of this operation. DOH is also pushing a policy to be implemented next year of about talking guidelines to the youth, with the consent of DepEd.

Last week, a statement said that DepEd requires careful discussions with DOH in (–foul word(s) removed–)sing the program if it is suitable to cover schools and several learning institutions.

The health agency wants to resolve the increasing rate of Filipino teenagers who have AIDS and HIV. DOH still encourages the parents to be responsible in guiding and educating their children regarding premarital sex (PMS) and its negative effects.
