LTO Suspends License of DPWH Official Over Subdivision Guard Incident 

LTO has suspended the driver’s license of a DPWH official who allegedly verbally abused a subdivision guard. 

The Land Transportation Office (LTO) has suspended the driver’s license of a Department of Public Works and Highways (DPWH) official who was accused of verbally abusing a subdivision security guard. 

According to LTO chief Assistant Secretary Vigor Mendoza II, a show cause order was issued against the official, who has also been removed from his post by DPWH Secretary Vince Dizon. The order requires him to explain why his license should not be permanently revoked due to his reported misconduct.

The complaint stemmed from an incident on August 9, 2025, when the official allegedly cursed at a guard who stopped him from entering the subdivision. After initially leaving the area, he later returned and even called the police to have the guard arrested. 

The incident was documented and widely criticized for showing disrespect toward a worker simply doing his job. 

As part of the disciplinary process, the LTO placed the official’s driver’s license under a 90-day preventive suspension while the investigation is ongoing. He has also been directed to surrender his license before or on the day of his scheduled hearing on September 23, 2025. 

The suspension sends a strong reminder that authority should not be used to intimidate or mistreat others. Security guards, who often endure long hours ensuring the safety of communities, deserve respect and fair treatment. 

 LTO’s move together with the quick action of the DPWH, reflects the growing call for accountability among public officials. It also shows that no one is above the law, regardless of their position.
