DPWH Chief Speaks on Flood Probe’s Next Target: “We need to return the people’s money”

Amid the Flood Control Issue, DPWH Chief Highlights Importance of Accountability

DPWH CHIEF – Department of Public Works and Highways Secretary Vince Dizon spoke on the next target of the flood control projects probe which is to return the “people’s money”.

The flood control mess in the Philippines left countless Filipinos greatly disappointed. The discovery of several ‘ghost’ and substandard flood control projects funded by the people’s money also angered President Bongbong Marcos. Amid the issue, he ordered for the creation of an independent commission that will investigate the infrastructure projects of the government.

Amid the issue, then-DPWH Secretary Manuel Bonoan resigned from his position. He was immediately replaced by Vince Dizon, a former secretary of the Department of Transportation, in the position.

On his first days as the DPWH Chief, Vince Dizon confirmed that he will order the “courtesy resignation” of all officials of the agency nationwide. According to him, the order will include all undersecretaries, assistant secretaries, division heads, and district engineers of the agency across the nation.

Amid the issue, 15 contractors were flagged by Pres. Bongbong Marcos. According to the President, they got around P100 billion from the total P545-billion spending of the country on flood control projects since his term started until May 2025:

Amid Marcos Jr.’s pursuit for the creation of an independent commission to probe the flood control projects funded by the government, DPWH chief Vince Dizon announced that he will abolish the internal investigation committee of the agency. According to Dizon, he does not believe that an agency can probe itself. Recently, he spoke about the next target in the flood probe.

Based on a report on Inquirer, DPWH Chief Vince Dizon said the next target of the flood probe is to return all the money stolen from the people through the anomalous flood control projects in the country. He stressed that imprisonment for those who will be found guilt is not enough.

“It is not enough to go to jail. It is not enough to be held accountable. We need to return the people’s money,” Dizon said.

The DPWH Secretary emphasized that “billions of Pesos in projects” are involved in the flood control issue. He stressed that the government needs to return the people’s money and that is what they will do.

Based on the report, the DPWH Chief will meet with the Anti-Money Laundering Council (AMLC) so they can discuss the possible freezing of the assets allegedly involved in the anomalous flood control deals, and later on, their forfeiture.

“I will meet with the Anti-Money Laundering Council (AMLC) on Monday so we can discuss the possible freezing and later on forfeiture of assets of those involved in the wanton theft of the people’s money,” he said.

Recently, the Palace released the Executive Order that mandates the creation of an investigation committee. The said independent body for infrastructure probe has the power to move for the seizure of assets linked to anomalous deals.
