Jinggoy Estrada To Request for Arrest of Contractors Who Will Skip Next Senate Flood Probe Again

Senate Pres. Pro Tempore Jinggoy Estrada Speaks on Contractors of Flood Control Projects in PH

JINGGOY ESTRADA – The Senate President Pro Tempore claimed he will request for the arrest of contractors who will skip the next Senate hearing.

Pres. Bongbong Marcos was left disappointed and angry by several “ghost” and “substandard” flood control projects in the different areas in the Philippines. Previously, in a press conference, Marcos Jr. revealed that PH has already spent over P500-billion for the flood control projects since July 2022 to May 2025.

Pres. Bongbong Marcos also exposed that 15 contractors were awarded with 20% of the flood control deals of the government. He also named the five contractors which have secured government deals in almost all regions across the nation:

  • Legacy Construction Corporation
  • St. Timothy Construction Corporation
  • Road Edge Trading & Development Services
  • Alpha & Omega Gen. Contractor & Development Corp.
  • EGB Construction Corporation

According to Pres. Bongbong Marcos, the administration will probe the five (5) contractors with government flood control projects in almost all regions in PH. Here are the 15 contractors that got 20% of the P545-billion spent by the country for the flood control deals:

  3. St. Timothy Construction Corporation
  4. QM Builders
  5. EGB Construction Corporation
  6. Topnotch Catalyst Builders Inc.
  7. Centerways Construction and Development Inc.
  8. Sunwest, Inc.
  9. Hi-Tone Construction & Development Corp.
  10. Triple 8 Construction & Supply, Inc.
  11. Royal Crown Monarch Construction & Supplies Corp.
  12. Wawao Builders
  13. MG Samidan Construction
  14. L.R. Tiqui Builders, Inc.
  15. Road Edge Trading & Development Services

The Senate has also started an investigation on the flood control projects in the country. The probe is led by the Senate Blue Ribbon Committee. However, based on a report on Inquirer, several contractors skipped the first Senate hearing.

Senate Pres. Chiz Escudero has already signed all the subpoenas for the contractors who skipped the Senate flood hearing. Senate President Pro Tempore Jinggoy Estrada warned that he will request for the arrest of the contractors who will skip the next Senate flood hearing scheduled on September 1.

According to Senate President Pro Tempore Jinggoy Estrada, once the excuse for the absence is “unacceptable”, he will really move for the arrest of the contractors. He also expects the other officials of the Department of Public Works and Highways (DPWH) and the Commission on Audit (COA) to attend the September 1 hearing.

Here are the contractors issued a subpoena for skipping the first Senate flood probe:

  • Ms. Cezarah C. Discaya, President of Alpha and Omega Gen. Contractor & Development Corporation
  • Mr. Lawrence R. Lubiano, President of Centerways Construction and Development Inc.
  • Mr. Edgar S. Acosta, President of Hi-Tone Construction & Development Corp.
  • Ms. Marjorie O. Samidan, authorized managing officer of MG Samidan Construction
  • Mr. Romeo C. Miranda, President of Royal Crown Monarch Construction & Supplies Corp.
  • Ms. Ma. Roma Angeline D. Rimando. President of St. Timothy Construction Corporation
  • Ms. Aderma Angelie D. Alcazar, President/CEO of Sunwest, Inc.
  • Mr. Eumir S. Villanueva, President of Topnotch Catalyst Builders Inc.
  • Mr. Mark Allan V. Arevalo, General Manager of Wawao Builders

Previously, Senate Pres. Chiz Escudero received criticisms after admitting that he got P30-million campaign donation from a flood control project contractor, the Centerways Construction.
