Cameraman Allegedly Assaulted by Urdaneta City Mayor During Suspension Order Incident

On August 12, 2024, a disturbing incident happened at the Urdaneta City Hall involving a cameraman and the city’s mayor, Julio “Rammy” F. Parayno III. The incident elicited various reactions from the online community.
According to the victim, Jairus Bien Fernandez Sibayan, the incident took place around 8:30 AM in the mayor’s office. Sibayan was there to document the implementation of a preventive suspension order against Mayor Parayno, along with staff from the Provincial Government. The mayor had initially agreed to let him take photos and videos of the process.
However, after the mayor received the suspension order, things took a troubling turn. Sibayan reported that the mayor’s staff attempted to seize his Sony A9 camera. When Sibayan refused to hand over the camera, Mayor Parayno reportedly slapped him, causing bleeding in his left eye and resulting in bruising.
Following the altercation, the mayorās staff allegedly forcibly took Sibayanās camera, removed the SD card, and deleted the photos and videos. The 64GB SD card was not returned, and the cameraās rubber lens was also damaged during the incident.
Dhobie de Guzman, head of the Provincial Information and Media Relations Office of Pangasinan, strongly condemned the mayor’s actions, stating that Sibayan was merely performing his duty as a documenter of the event.
As of this writing, Mayor Parayno has not yet issued a statement regarding the incident. Parayno’s suspension was recommended by the Sangguniang Panlalawigan of Pangasinan after receiving the report from their SP Committee on Good Government, and it was signed by Governor Guico on August 8.
Authorities are currently investigating the matter to understand the full details of what happened.
