Inmate Won as Barangay Kagawad in Dasmarinas City
An inmate won a seat for Barangay Kagawad after he emerged victorious in the recent 2023 BSKE in Dasmarinas City.
A person deprived of liberty (PDL) known as ‘Pacalinog’ was elected as Barangay Kagawad in Barangay Datu Esmael despite being imprisoned since 2019 on charges related to the sale of illegal substances.
Pacalinog’s journey into politics was unconventional. His son filed his certificate of candidacy (COC) on his behalf, a move that was not without controversy and skepticism.
The Commission on Elections (COMELEC) allowed him to run for office, and he won the favor of the voters in his barangay.
“Ang pangako ko sa kanila, kung tutulungan ko kayo wag niyo nalang isipin nakakulong ako, Kahit nasan ako, makakatulong ako,” said Pacalinog.
The inmate’s election as a Barangay Kagawad has captured the attention of various government officials, including Department of Interior and Local Government (DILG) Secretary Benjamin Abalos Jr.
Some people were amused that PDLs are participating and winning in barangay elections. It sparked discussions about the practical challenges and opportunities it presents.
The DILG is already developing guidelines for elected PDLs like Pacalinog who want to carry out their mandate from behind bars. One recommended approach is to provide them with computers or cell phones so that they can attend barangay meetings electronically.
This move recognizes that PDLs can contribute to their communities even while confined.

Pacalinog, as previously indicated, prefers to accomplish his tasks digitally rather than in person. This calls into doubt the long-term success and security of such arrangements.
While PDLs may have lost their freedom temporarily due to legal proceedings, they still possess certain rights, including the right to participate in elections. The COMELEC’s decision to allow him to run acknowledges this democratic principle.
