Highway Patrol Group Chief Stepped Down From His Post After Agency’s Member Caught on Video Hitting Trainee During Graduation Rites

Highway Patrol Group Chief Gen. Clifford Gairanod resigned after an HPG member was caught on camera hitting a trainee.

Brigadier General Clifford Gairanod, Highway Patrol Group (HPG) director, has resigned from his position following an unfortunate incident that occurred during the graduation ceremony of the Executive Motorcycle Riding Course in Sariaya, Quezon.

A video that has gone viral showed an HPG member hitting a trainee repeatedly. In his letter to the Philippine National Police (PNP) Chief, General Rodolfo Azurin Jr., Gairanod has taken full responsibility for the regrettable incident.

“I volunteered to leave my post pending an investigation on the issue,” Gairanod said.

To demonstrate his commitment to upholding accountability, Gairanod has fired his own son, Captain Clifton Gairanod, and other training staff involved in the incident of their duties.

General Azurin has accepted Gairanod’s resignation and has appointed Colonel Jay Cumigad as the new HPG director. Furthermore, Azurin has instructed the Internal Affairs Service to conduct an investigation into the incident.

The video shows an unidentified HPG officer hitting the trainee four times, instructing him to get down on his knees and then beating him twice in the chest. The trainee protested that the hits were too severe, which caused the audience to laugh. The officer then struck the victim three times more.

General Azurin has reminded all police officers to carefully adhere to policies and standards in all interactions, including training exercises. The episode serves as a warning to others that such behavior will not be allowed, and that accountability and responsibility must be maintained at all times.

  1. Such Barbaric attitude of some HPG officer/s and to those who laugh at the situation.. conduct mental evaluation to all to make sure that there’s no psychopaths accepted to protect the citizenry
