“Obet’s track will pass over or be very close to Batanes and Babuyan Islands this afternoon or evening. Obet’s radius or entire diameter is almost 500 kilometers. So by this morning or afternoon, wind and rain are expected over a large part of Northern Luzon, especially the Batanes and Cagayan provinces,” Pagasa weather specialist Benison Estreja said.

Obet will bring moderate to heavy with at times intense rains over Batanes and Babuyan Islands over the northern portions of Ilocos Norte, Apayao, and mainland Cagayan.

Light to moderate with at times heavy rains are expected over the rest of Cagayan, Apayao, and Ilocos Norte.

The shear line will bring cloudy weather condition with scattered rain showers and thunderstorms over Ilocos Region, Cordillera Administrative Region, and the rest of Cagayan Valley.

The ITCZ and localized thunderstorms will bring partly cloudy to cloudy skies with isolated rain showers or thunderstorms over Metro Manila and the rest of the country.

However, Tropical Cyclone Wind Signal (TCWS) No. 1 remains over Batanes, Babuyan Islands and the northeastern portion of mainland Cagayan.
