Cop Who Shoots Traffic Enforcer He Mistaken as “Carnapper” Faces Murder Case

The cop who shoots a traffic enforcer he mistaken as a ‘carnapper’ in Quezon City faces murder case because of his reckless action.

Last Thursday early morning (October 13, 2022), a traffic enforcer identified Edgar Follero passed away as he suffered serious wounds and injuries after he was shot by a man who introduced himself as a police officer.

The police officer identified as Lieutenant Felixberto Tikil Rapana mistaken him for a carnapper. Follero and his friend identified as ”Paul ” are traveling along EDSA near Roosevelt when the incident happened.

The two moved beside the road after Follero’s motorcycle broke. A man claiming to be a police officer accused them of carnappers and suddenly shoot the victim without hesitation.

Follero suffered gunshot wounds, which leads to his untimely death. The traffic enforcer has been rushed to the hospital but was declared dead on arrival.

On Friday (October 14, 2022), Quezon City Police District (QCPD) reported that a murder case has been filed against Rapana. QCPD  chief Police Brigadier General Nicolas Torre III said that Rapana did not follow the operational procedures when using a service firearm.

“Nai-file na ang kaso sa piskalya kahapon ng gabi. Hinihintay natin ang magiging resolusyon ng piskal. Murder ang ikinaso natin doon sa pulis, Wala akong nakitang justification para gamitan ng baril at patayin yung tao na yun o sugatan lang,” Torre said.

Torre also said that there is no recorded operation regarding the operation. The victim’s family is seeking justice for their beloved.

“Wala pong kalaban-laban yung asawa ko. Pinagbabaril siya ng pulis. Hindi po siya binigyan ng pagkakataon para magpaliwanag. Pinagbintangan lang po siya na carnapper,” Follero’s partner Charilyn Pagsibingan said.
