Malacañang Places NCR Plus Under New Community Quarantine Measure

Malacañang announced the community quarantine measures and the restrictions in NCR Plus from May 15 until May 30, 2021 amid the COVID-19 pandemic.

There are still threats of the COVID-19 disease in the Philippines as new cases continue to hit records every day. The Department of Health (DOH) has logged over 1-million cases of the disease already.

For more than a month now, PH is recording at least 8,000 new cases of the disease daily. Patients are filling up the hospitals most especially in Metro Manila, the epicenter of the spread of the disease in the country.

Metro Manila and the provinces of Cavite, Bulacan, Laguna, and Rizal were previously placed under Enhanced Community Quarantine (ECQ) in the pursuit to arrest the spread of the disease. Tagged as the NCR Plus, the community quarantine measure in these areas were downgraded to Modified ECQ until today, May 14.

As the MECQ in NCR Plus expires today, Malacañang announced whether or not to shift the community quarantine measure in Metro Manila and the four (4) provinces.

Based on a report on ABS-CBN, Malacañang Spokesperson Harry Roque announced that President Rodrigo Roa Duterte approved the IATF’s recommendation to place the NCR Plus under a General Community Quarantine (GCQ) with heightened restrictions. It will be from May 15 to 30, 2021.

Under the GCQ with heightened restrictions, only essential travels in and out of the NCR Plus will be allowed while public transportation will remain operational under the guidelines set by the Department of Transportation (DOTr). Indoor dine-in services in restaurants will also be allowed but it is limited at 20% capacity of the venue.

Based on the report, religious gatherings and necrological services for individuals who died of any cause except COVID-19 will be allowed but only up to 10% of the capacity of the venue. The outdoor tourist attractions are allowed to operate at a maximum of 30% capacity of the venue.

Specialized markets will also be allowed in the NCR Plus amid the GCQ. Individuals who are age between 18 to 65 years old may leave their residence “with heightened restrictions”. Entertainment venues like theaters, kiddie playgrounds, and indoor tourist attractions will still not be allowed.

Non-contact sports, parlors, beauty clinics, and other personal care establishments that offer services without the requirement of the face mask removal will be allowed to operate at a 30% capacity. Based on the report, Malacañang also announced that the following areas will be under these measures while the rest of the country is under MGCQ:

    • Ifugao in the Cordillera Administrative Region
    • Zamboanga City in Region 9
