To recall, Sinas drew public ire when his photos allegedly clearly violating health protocols with other staff and people. This happened amid the height of the pandemic where they were captured not following the 10-people limit on gatherings to prevent spread.

The statement “only in the Philippines” then trended as this news erupted online and here are some posts of netizens:

Only in the Philippines where one gets promoted instead. Leaders should be an example, not an exemption.

Today, a violator of those protocols will have a promotion. Only in the philippines.

Promoted imbis na demoted. Only in the Philippines

Only in the Philippines will the head of the gov’t promote a high-ranking official who directly violated quarantine protocols.

Only in the Philippines nga lang talaga ang ganito.

Sinas will take over Gen. Camilo Cascolan’s position who will face mandatory retirement at age 56. Next highest position after Cascolan is Deputy Chief for Administration Lt. Gen. Guillermo Eleazar based on PNP hierarchy which Sinas surpassed as he went straight to the highest one.

According to Roque, the appointment is a prerogative of the president and need no explanation about this.
