Siñas Not Eligible For Higher Post – DILG Chief Año
SIÑAS NOT ELIGIBLE FOR HIGHER POST – Recently, Major Gen. Debold Sinas was thrusted into the limelight as an official said he could receive a promotion.
Although it wasn’t final, the news was enough to cause netizens to criticize how Siñas, linked in the Mañanita controversy, could receive a promotion. Meanwhile, Interior Secretary Eduardo Año emphasized that Siñas may not have a higher position other than PNP Chief.
He explained that under the PNP reorganization ACT of 1998, any post other than PNP chief isn’t allowed if the officer is to be promoted in less than a year prior to his day of retirement.
According to an article from Inquirer, Año said:
PMGen Debold Sinas is no longer eligible for promotion to a 3-star rank or occupies a 3-star position because RA 8551 prohibits the promotion of any officer if he has less than one year prior to his day of retirement except for the Chief PNP position. He can still vie to become C PNP but not to any 3-star position
In an interview with ANC, PNP chief Gen. Camilo Cascolan said Siñas deserved a promotion. “I think he needs to be up to a directorial staff or a certain position that is fit most especially for him. I believe he is an expert for the training of personnel and recruitment“, he said.
Back in May, Siñas was involved in the Mañanita controversy which. Since then, a criminal case has been filed against the NCRPO chief. However, Siñas himself said that he has moved on from the issue and urged critics to do so as well.
