PWD in Imus Cavite Forced to Travel to Municipal Halls to Claim Cash Aid

CAVITE – a Person with Disability (PWD) was forced to travel to their municipality hall in Imus to get Social Amelioration Program (SAP) cash.

Royal Moral, a former high-school teacher suffering from Ankylosing Spondylitis, an inflammatory disease affecting the spine, did not received cash aid in their home by Department of Social Welfare and Development (DSWD) despite condition.

According to the report of GMA News, the DSWD did not release the cash aid to his wife despite showing his disability condition. Moral added that local authorities who are in charge of the aid were supposed to deliver the cash assistance to PWDs, pregnant women, and senior citizens.

Moral also said, they waited for two weeks but no aid was delivered in their house. Tet, his wife, went to the municipal hall with an authorization letter, medical record, prescription, and other documents, but returning home without cash.

“Kailangan daw po kasi may physical appearance. Talagang ako po talaga,” Moral said. “Hirap po talaga ako. In pain po ako lagi kasi dahil po sa buto ko,” he added.

Moral could go personally to municipal hall due to his condition. Aside from that, transportation was also a burden to him, in lieu with this, he had to use ambulance since his condition requires him to lie down.

Moral pushed through going to the City Welfare and Development Office using an ambulance, and finally received the aid while on a stretcher. Moral said authorities should be considerate to PWDS like him.
