Bacolod Police Questioned the Risograph Copy of HQP Saying it’s Not Valid

Bacolod Police halted and questioned barangay Mansinlingan risograph copy of Home Quarantine Pass (HQP) because it is not valid.

Previously, President Rodrigo Duterte declared state of calamity and placed the entire Luzon on enhanced community quarantine to contain the spread of the coronavirus disease, which infected thousands of people all around the world.

The enhanced community quarantine limits the movements and the transactions of the residents. The local government units and local officials are tasked to implement the lockdown protocols and to give quarantine pass to the residents.

Meanwhile, in Bacolod City, home quarantine passes of Barangay Mansilingan has been questioned and earned criticism from the residents because Bacolod Police manning checkpoints won’t allow them to pass.

Bacolod Police won’t allow it because passes are risograph copies and not valid because it has no dry seal. Kagawad Tommy Inventor said that the barangay decided to risograph it because it is cheaper and offers more, based on the report of TV Patrol Negros.

Barangay Chairman Rodolfo “Boy” Pico release a statement about the issue. He said in the statement that the risograph prints is much cheaper than the colored print.

“Ang sukot sg printing press kung colord is 2,900/ream x 24 reams is P69,600— ang black n white is 420–/ream x 24 reams is P10,08,” he said.

He said they are unable to print colored HQP because of the risk that might happen in their resources. He added that Purok Chairman will counter sign the pass to validate that it is authentic and ready to use.

“Gina counter sign na lng sg ga hatag o sg purok chairman to validate nga ina authentic nga quarantine pass,” Pico said.

Barangay Mansiligan is the biggest barangay in Bacolod and the most populated with over 20,000 households. The chairman concluded that the appearance of your HQP is not important.
