Salceda Suggests Helicopter Drop to Handout Subsidy to Poor Families Amid Lockdown
Albay Representative Joey Salceda suggested a ‘helicopter drop’ way to handout P8k subsidy to 18 million poor families amid lockdown.
Social distancing is strictly enforced today because of the continues increase number of those affected by the virus. As a precaution, everyone is advised that only one of each family member can go out to meet the basic needs of each family.
Meanwhile, Albay Rep. Joey Salceda said on Monday, the Inter-Agency Task Force (IATF) has an unavoidable role amid ongoing enhanced community quarantine. They are assigned to handout monthly subsidies to 18 million poor families.
In a report of Politics, recipients or members of 4Ps (Pantawid Pamilyang Pilipino Program), UCT (Unconditional Cash Transfer), SPISC (Social Pension for Indigent Senior Citizens, farmers registered under the (RSBSA) Registry System for Basic Sector in Agriculture, including the four million minimum wage earners (their respective firms would apply for them) are entitled to get P8,000 monthly subsidies through banks and their ATM’s.
“The problem here is that a lot of beneficiaries have multiple points of entitlement. But the main goal is to make sure that every family’s subsidies are topped off at P8,000 each per month,” Salceda said.
However, the major issues on handing out subsidies is the lack of data on 16 million self-employed Filipinos including tricycle and bus drivers, and hair parlor organizers. He also added how they will provide them the monthly subsidies.
The most practical way how to give the subsidies was through direct handouts, said Salceda to Department of Social Welfare and Development. He also added that he cannot guarantee handing it out through banks or ATM’s because of long queue line for withdrawing.
“There are four to five members in each family, so we’d probably give P2,000 to each indigent Filipino. Sana unitize na lang na P8,000, top up whatever they’re getting from 4PS or UCT. Mahirap din ibigay through banks or ATMs kasi hahaba nag pila lalo na doon sa hindi nakalista,” said Salceda.
Salceda suggested, “Mag-helicopter drop na lang, ‘wag ka na lang magtapon ng pera sa villages,” if all else fail and did not work according to the plan because of coronavirus threat in the country.
