Last year, the Department of the Interior and Local Government (DILG), with the directive from President Duterte, ordered mayors of their respective towns or cities to initiate road clearing operations.

It has been reported previously that the ten mayors, including the one in Ginatilan town in Cebu, were charged by the DILG with gross neglect of duty and grave misconduct before the Office of the Ombudsman.

According to SunStar, it is now the time for the barangays to initiate the said clearing.

Ian Kenneth Lucero, chief of DILG 7’s Local Government Monitoring and Evaluation Division and officer-in-charge of DILG-Cebu City, said that the 3,003 barangays in the region, 1,066 of which are from Cebu, are required to clear their roads within a 75-day period.

“For now, we will focus our efforts on the barangays as pronounced by our central office. We are currently waiting for the guidelines but initially, they are required to clear their roads within 75 days,”

Lucero added that the barangays have the option to seek the city or municipal government’s assistance in clearing the roads.

Even before the DILG order, some village chiefs in Mandaue City have started clearing their roads and sidewalks.

Based on the report, Mandaue City Legal Enforcement Unit (MCLEU) head Edwin Jumao-as said that after they initially cleared the 27 barangays in the city, they turned it over to the barangay officials.

“We start clearing their roads; they (barangays) will continue our work. If they will encounter legal matters while they are clearing their roads and sidewalks, that is the time that we will again step in,”

Among the 27 barangays in the said city, only 7 complied with the policy. These were Barangays Subangdaku, Tipolo, Banilad, Guizo, Mantuyong, Canduman and Casili.
