Bill Seeking For Life Imprisonment For Bank Hackers Gains Approval of Senate

SENATE – The Senate gave its approval to the bill seeking for life imprisonment for bank hackers.

Currently, the Philippine government is in the pursuit of a lot of things. One of it is security – not only from physical risks but even with regards to the access of personal information and accounts.

Currently, a bill seeking for punishment for bank hackers is being pushed.

Based on a recent report on ABS-CBN News, the House Bill 6710 is seeking to make amendments on the Access Devices Regulation Act of 1998.

The said bill seeks for life imprisonment for bank hackers and as well as a monetary penalty of up to Php 5 million.

Recently, the bill went through its third and final reading and it gained the approval of the Senate.

The Senate confirmed its passage on the final reading and, through a statement, revealed that the bill also seeks for additional powers to the government bodies investigating fraud cases.

Specifically, the bill aims for more powers to the Philippine National Police Anti-Cybercrime Group (PNP-ACG) and the National Bureau of Investigations (NBI).

Under the bill, the following penalties are being pushed based on the report:

For anyone caught with 10 or more skimming devices

  • If he or she has accessed at least one account, the person may be sentenced to a penalty of up to Php 500,000.00 fine and 12 to 20-year imprisonment.
  • If he or she has not accessed any account, the person may be sentenced to a penalty of up to Php 300,000.00 and 6 to 12 years imprisonment.

For anyone caught engaging with fraud credit cards, the person may be sentenced to a penalty worth twice of the value of the card and four(4) to six(6) years of imprisonment.

For anyone caught using one or more device-making or altering equipment, the person may be sentenced to a penalty of Php 500,000.00 and imprisonment of ten(10) to twelve(12) years.

For violators of any offense under the Section 9 of R.A. 8484, the person may be sentenced to a penalty of Php 800,000.00 and 12 to 20 years of imprisonment.
