Tropical Depression Samuel Causes Floods, 1 Person Reported Missing in Eastern Visayas

TROPICAL DEPRESSION SAMUEL – The Philippines experienced the tropical depression Samuel which caused floods and one (1) person was reported missing.

Last November 21, 2018 (Wednesday), tropical depression Samuel carried strong winds and widespread rains that lashed the provinces of Samar, Biliran, Eastern Samar, Iloilo, and Leyte.

Photos of the horrible situation in Eastern Samar were shown in the previous article. It can be seen that the flood caused landslides and the water rise up to waistline.

Provincial Disaster Risk Reduction Management Office (PDRRMO) head Rei Joshua Echano said the towns of Pambujan, Palapag, Mapanas, Lope de Vega, Gamay, and San Isidro Leyte province experienced flooding that reaches up to two feet.

Based on a report from Inquirer, the tropical depression Samuel has affected more than 400 families or over 1,500 individuals. These people sought refuge to their town public schools and barangay halls.

Echano stated that they are about to figure out all the damaged bridges, roads, and crops of the whole province.

According to the report, the flooding in Eastern Samar hit several towns including Oras. Samuel devastated 4,488 families and most of them are settled near the rivers.

Mayor Vivienne Alvarez said those families returned to their respective houses after the water subsided hours later.

In Northern Samar, a 22-year old man was reported missing last Tuesday during the tropical depression Samuel. The unidentified missing person was swept away. He was reportedly seen crossing the bulging river in Barangay Paysud, Palapag town with his motorcycle.

The weather bureau has advised the residents to take precautionary measures that it is really risky to travel while the tropical depression Samuel is in their area.

Samuel was expected to leave the Philippine Area of Responsibility (PAR) on Thursday night (November 22) or Friday early morning (November 23).
