Suspect For Leaving IED Near US Embassy Arrested By Authorities In Bulacan

The suspect for allegedly leaving an Improvised Explosive Device (IED) near U.S Embassy was arrested by Manila and Bulacan Police.

A certain Rayson Kilala (Christian name) or Rashid Kilala (Muslim name) was arrested by the members of Bulacan Provincial Police office together with Manila Police District (MPD).

Rayson, 34-year-old was arrested in a follow-up operation in Bulakan town, Bulacan province. The suspect was using an address in Bagumbayan, Bulacan, according to the authorities.

The composite of the man who leave the homemade explosive device near the U.S Embassy on Monday morning (November 28, 2016) was released by Philippine National Police (PNP) chief Director General Ronald “Bato” Dela Rosa on Tuesday (November 29, 2016).

The suspect was described by some witnesses aging from 44 to 45 years old. 5’2 to 5’3 in height with a medium build and fair complexion. An eyewitness explained that the suspect was driving a taxi when suddenly stop and left the device in a trashcan 200 meters away from the building.

Dela Rosa explained that the IED incident near U.S Embassy would not trigger martial law. But due to the incident the public fears for their lives and afraid if more terror attacks. The explosive device was found around 6:45 am by a street sweeper Ely Garcia, according to the National Capital Region Police Office (NCRPO) director Chief Supt. Oscar Albayalde.

15 minutes after the device was found, MPD and Explosive and Ordnance Division (EOD) together with a bomb-sniffing dog arrived and confirmed that it was a bomb. Render safe procedure was conducted by EOD in the area. EOD evacuate the people in a safe place and started to defuse the explosive device.
